What does Private vs Public mean?

Private IPs (10.x.x.x, 172.16-31.x.x, 192.168.x.x) are internal network addresses. Public IPs are routable on the internet. This helps identify where traffic leaves your local network.

What does a timeout (* * *) mean?

Accepted Answer

A timeout means the hop did not respond within the time limit. This is common for routers configured to ignore ICMP packets and does not necessarily indicate a problem.
